Blue Cross Blue Shield of Michigan (BCBSM) Value Partnerships Programs
The BCBSM Value Partnership Programs are a collection of programs and initiatives uniting Blue Cross, physicians and hospitals across Michigan to make health care better for everyone. This is a unique model that enables robust data collection and fosters the sharing of best practices, so health professionals can improve patient outcomes.
OPEN partners most directly with the Collaborative Quality Initiatives (CQIs) and the Physician Group Incentive Program (PGIP) to support, implement and measure the impact of opioid-harm reduction strategies.
Michigan Surgical Quality Collaborative
The Michigan Surgical Quality Collaborative (MSQC) is one of OPEN’s longest standing and most successful CQI collaboration, particularly with opioid prescribing practice change. Outcomes for general surgery procedures are paired with patient reported outcomes (PROs) on opioid consumption, pain management and satisfaction. These data points have allowed OPEN to develop an iterative process for refining a large number of novel Opioid Prescribing Recommendations.
Michigan Urological Surgery Improvement Collaborative
The Michigan Urological Surgery Improvement Collaborative (MUSIC) has driven incredible statewide change in opioid prescribing for urologic care.
They have implemented and continue to collect data on pain-control optimization pathways after ureteroscopy, prostate, and kidney procedures.
The Multicenter Perioperative Outcomes Group
The Multicenter Perioperative Outcomes Group (MPOG) is a dynamic national organization leading the anesthesiology CQI, ASPIRE, for Michigan based hospitals.
ASPIRE hospitals have implemented quality improvement programming to promote effective pain management during the perioperative time frame. Multimodal analgesia can decrease postoperative pain, improve patient outcomes after surgery.
The Michigan Arthroplasty Registry Collaborative Quality Initiative
The Michigan Arthroplasty Registry Collaborative Quality Initiative (MARCQI) helped lead a 2019 multi-institutional study, collecting opioid consumption data after total knee (TKA) and total hip arthroplasty (THA) for opioid naive patients, which informed OPEN’s recommendations for orthopedic surgery.
MARCQI also developed pain control pathway resources for both patients and providers to support appropriate pain management after TKA and THA surgeries.
The Michigan Emergency Department Improvement Collaborative
The Michigan Emergency Department Improvement Collaborative (MEDIC) is dedicated to improving emergency department (ED) care in Michigan.
Since 2019, our OPEN + MEDIC Naloxone Distribution Program has collaborated with EDs across Michigan to provide barrier-free access to the life-saving medication, naloxone.
This partnership has also provided tailored Medication for Opioid Use Disorder (MOUD) training for emergency medicine providers. MOUD is best practice treatment for patients with Opioid Use Disorder.
The Michigan Value Collaborative
The Michigan Value Collaborative (MVC) provides access to private insurance claims data in the state of Michigan. OPEN has used these claims data to study variations in opioid prescribing practice patterns and make comparisons across hospitals in the state.
This partnership allows OPEN to measure the efficacy and impact of opioid related policy and best practice development and implementation.
Obstetrics Initiative
OPEN has partnered with the Obstetrics Initiative (OBI) CQI for three consecutive years (2020-2022) to support small grant opportunities for participating collaborative hospitals to implement evidence-based pain management strategies for laboring patients.
OPEN + OBI have now begun to evaluate the obstetric landscape in Michigan as it relates to prescribing and practice variation and prevalence and treatment for postpartum patients with substance use disorders (SUD).
The Blue Cross Blue Shield of Michigan Cardiovascular Consortium
The Blue Cross Blue Shield of Michigan Cardiovascular Consortium (BMC2) has implemented quality performance measures based on OPEN’s evidence-based recommendation for Carotid Endarterectomy (CEA) with exceptional improvements in compliance.
In 2022, OPEN + BMC2 worked with Alosa Health to launch a pilot academic detailing program, which is a targeted educational intervention for improving pain management and appropriate opioid prescribing.
The Michigan Trauma Quality Improvement Program
The Michigan Trauma Quality Improvement Program (MTQIP) is dedicated to measuring and improving the quality of care administered to trauma patients in Michigan.
OPEN is partnering with MTQIP to examine prescribing patterns in complex trauma patients to improve acute care pain management and outcomes.
Center for Healthcare Outcomes & Policy
OPEN has partnered with the Center for Healthcare Outcomes & Policy (CHOP) to expand opioid prescribing recommendations into pediatric surgery and develop best practice education for providers and families.
In 2023, OPEN launched 21 opioid prescribing recommendations for pediatric surgery – the first of its kind. These recommendations are based on patient-reported pain, satisfaction, and consumption data from Michigan Medicine patients.
University of Michigan School of Dentistry
Through a long-standing collaboration with the University of Michigan School of Dentistry, OPEN has developed best practice material development and education modules reaching hundreds of dentists. The education modules are now standard components of student curriculum in the School of Dentistry. In addition, OPEN supported academic detailing for dentists to deliver targeted education on pain management best practices.
University of Michigan School of Music, Theatre & Dance
Inspired by true stories of addiction and recovery, Painless: The Opioid Musical was developed by OPEN in collaboration with the University of Michigan’s Precision Health and School of Music, Theatre & Dance (SMTD) to reach young audiences far and wide.
Painless was created by Jacob Ryan Smith, an alumnus of SMTD, and the show continues to be supported by SMTD faculty, staff, and students as we tour high schools and share these compelling stories.
University of Michigan School of Nursing, Washtenaw County Sheriff’s Office, and Home of New Vision
In collaboration with the University of Michigan School of Nursing, Washtenaw County Sheriff’s Office, and Home of New Vision, the naloxone ‘Take A.C.T.I.O.N’ training program was developed to educate first responders and community members on how to respond to an overdose.
In addition to live trainings instructed by experts, OPEN hosts two online courses available: one for first responders and the second for community members.
Families Against Narcotics
Families Against Narcotics (FAN) supports all individuals affected by the disease of addiction/substance use disorder.
FAN has been integral to developing Painless: The Opioid Musical by sharing personal lived experiences with addiction. Their stories were translated into songs which became the foundation for the musical.
Arab Community Center for Economic and Social Services
ACCESS (Arab Community Center for Economic and Social Services) has been serving the community for 50 years and is the largest Arab American community nonprofit in the United States. ACCESS offers a wide range of social, economic, health and educational services to a diverse population.
ACCESS translates OPENs patient educational materials in Arabic to help expand and better serve our patient population.
